Do you want the best (Nvidia Shield) or cheap? Cheap will require research, because there is a lot of Chinese boxes out there.

You need something like a raspberry pi that you then connect to your shield as storage. Download and run your torrents for legal software and videos from there and configure the shield to connect to the pi for storage. I have a synology connected to my Shield and I do something similar.
