One is an "Android TV" box; the other is an Android "TV box".
Mostly it's the interface (the former running AndroidTV and the latter running Phone Android), but there are some things that go on under the hood as well. If you use Chromecast or Miracast, or subscription video streaming other than Netflix, you will probably need a real AndroidTV device.
Otherwise, the cheap boxes will do what you need.
Just search on YouTube videos of the AndroidTV interface
In what situation will you ever be confused between the two?
