Try reinstalling Kodi?
Is that lag on Plex app inside kodi?
Happens to me sometimes on Kodi to have weird playback issues with all sort of content from 480p to 2160p to the only thing that reliably fixed it for me is hard rebooting (shutting down the box, and taking out the power cable and then turning it on)
No lag at all, granted it's not as smooth and snappy as Shield TV (which actually supports the 64-bit version) but Mi Box runs Kodi pretty well.
Try Kodi v18 rc1 it's a lot better than v17: http://mirrors.kodi.tv/releases/android/arm/kodi-18.0-Leia_rc1-armeabi-v7a.apk
Use latest Kodi 18 RC1
Kodi always has problem.
Have you done a factory reset? Its required after updating to oreo
No 1080p lag here.
