Why can't you use Plex? Can you install Kodi? If you can, then you can use Plex.
which box did you get? do you have exact model? model string looks like this: MDZ-XX-XX, it's on the packaging or directly on the bottom of the mi box.

So I have two options for you, one is evil and other is not.
Not evil option: Talk to Xiaomi support on chat or whatever, I once talked to them and they wanted to send a replacement for me just because I told them that my box had the wake up bug, they maybe offer you an exchange for an international normal version.
Evil option: Buy your international Mi Box at some big business that accepts returns without asking, receive that Mi Box and then return yours.

There is no way you will get Android TV Netflix to work even if you manage to flash correct Firmware because the required HDCP keys cannot be flashed into a protected area of internal storage by an end user.
