I don't think an "Android TV 9" even exists yet...
The TV manufacturers are very slow to release updates, I think the one that done "better" so far is Philips, but it's not available in USA.
As usual, the best choice is to get the TV ignoring its smart features, and get a set top box.
You will change the set top box each X years once it gets outdated, but the TV will still be good.
Google products like the Pixel get Android updates right away, all these 3rd party devices you never know, they maybe update 6 months after. I wouldn't expect Shield TV to get Android 9.0 Pie until sometime in 2019 unfortunately.
I just had to go get Oreo for my Sony. They announced it online back in November (and just put an information screen up about it). The OTA update still wasn't available, so I downloaded from them manually and updated.
Before that I was on Nougat for over a year (it came preinstalled) and got one security update in that time.
I'm media player platform agnostic and really don't have any favorites between the ECO systems. I just go with "what works"
And what works for very timely Firmware updates is Apple TV's simply because Apple leverage the whole iPhone, iPad iOS development cycle into tvOS for the A10X Fusion mobile, iPad Pro chipset in the Apple TV 4K.
They really are the best I've seen for bug busting Firmware updates and long term ongoing support.
If Google got off their ass and produced an Android TV Pixel media player they could do something very similar. It's all about reducing development costs.
Android TV 9.0 first Securitas patch was release 5 January 2019 with Build number PTT5.181126.002device manufacturers got the OS send to them on 7 Januari 2019, the only one some have real Television with Android 9.0 alredy its the Philips Android TV frome 2019 modells, but the television some not got it have to get updated, and Android TV 9.0 include Project Treble with should speed up the upgrade later on.
Phone and TV dosent get the Android at the same time, and Project Treble was added to Phone into 8.0
And Android Q dosent even exist for Television, so i guess Q for TV problie this time is 1-2 years behind phone this time, can have to do with Google dosent know what functions they want to add to a Television or its out of vision for the TV Android OS.
P adding like everything Camera, Microphone its problie not mutch else worth adding and Google take mabye some times think what they can do.

Android TV running on Smart TV's are usually always the last major mainstream Android TV OS platforms to get OS updates.
ha, it's like phones, but worse.
we waited years for the update on the mi box from android 6 to android 8, and the result is buggy as hell
the only exception might be the shield
