No. Android TV doesn't come as an apk. It's built completely into the OS of the hard drive.

Put the drive on your network and a Roku on your TV. There are a couple different apps that Roku supports that will allow you to stream to the TV.

Unfortunately no. If you have the money, get a Nvidia Shield TV. Out of the 5 or 5 different versions of android TV I've used since it launched the shield is by far the best. Don't really understand why the os can't be installed on an hdd with compatible components. This has to be possible. Regular Android can be installed on just about anything with a screen if you know what you're doing.
