I have the Philips 40PFT6510/12.
Latest android version 5.1.1
Says somewhere that it will not be upgraded to newer android version.
Can I install android 8 via USB somehow??

You need the upgrade kit, it's an hardware replacement for the TV.
Is there no way to just reinstall the older apk and disable auto updates?
Android 8 sucks my man, don’t do it.
It's not as easy as ”getting” AndroidTV from somewhere, putting it on a USB drive and running it on the TV. The operating system has to be made, prepared and almost built from scratch by the manufacturer, in your case, Philips. If they say your model will not be updated, it means that they're not gonna build an image with the operating system for your TV.
AndroidTV is the base of the operating system your TV runs, but on top of it, the manufacturer has to code the drivers for the different hardware (display, sound, Ambilight and whatnot), the various personalization and apps built into the OS and all kinds of stuff. It's not doable by the end-user (unless you're some kind of tech wizard and even then, most probably nope).
