Go for android tv thus the shield you won’t regret it.
Try the FireOS (Android 7.x OS based) - Amazon Fire TV 4K Stick.
That is HDR10, HDR10+ HLG and DolbyVision capable. And properly licensed.
Devices may say they are DV "capable" but....
You can only get DV from compatible copy protected streaming Apps AND devices have to be Netflix approved & Dolby Certified in the very first place.
These is no media player software or App on any platform that can playback HDR10 DV 4K / Bluray Rips and output correct DV metadata to a DV display.
Are you looking for a TV or do you have a TV and need a TV Box for it?
If you just need a TV Box, you can go for the nVidia Shield or, if you want something cheaper, go for the Xiaomi Mi Box S. It doe snot support Dolby Vision, but it does have HDR and Dolby Audio. Just get the Shield TV it's the best media box on the market bar none even if it doesn't do Dolby Vision.

Closest you'll get to an Android system with Dolby Vision is a Fire TV. The Nvidia shield doesn't even support it as of now.
