Do you have Android TV natively through the TV or through something like an Nvidia Shield? On my Nvidia Shield I couldn't get the mouse to work when the bluetooth USB was directly hooked into the USB3.0 port, but when it was connected through a USB2.0 hub it worked perfectly. Something about interference issues. You can try that?
