This same thing has happened with me. I asked the support and a guy named Benjamin Baxter (Probably from the Android tv team) told that since my shipping address is India they are currently working with their logistics team to complete my shipping. This happened 3 weeks ago and still I haven't received the device.

I don't think anyone was guaranteed one. Also it was supposed to be for developers only. I'm not a developer but I also filled it out figured I wouldn't get one but it was worth a shot.
