Is there a remote control app that uses Bluetooth not wifi as a connection?

I've tried the Android TV remote app by Google, and a bunch of other apps, but none of them work when my Android TV is connected to a VPN (for obvious reasons).

Basically, I live in a country that needs a VPN to watch YouTube. I want a remote control app that I can use that doesn't require the phone and TV to be on the same IP subnet/wifi network.

Is it possible?

Android TV remote from Google works on both WiFi & Bluetooth. It prefer WiFi over Bluetooth, but if no WiFi connection available, it will fallback to Bluetooth.

Here is mine trying to connect via bluetooth.

Which Android TV do you have? If you don't care about microphone have you tried a Bluetooth gamepad? While not quite as effective as a remote, Android's use of d-pad works for me.
