Sounds like a faulty power supply or broken Mi Box.
Google search how to factory reset it via Plugging in Power cord and holding down a combination of remote buttons at the same time.

There's only like 3 choices and depending where you are the mi box may be it. www.android.com/tv
Nvidia makes the gold standard device.
You have a faulty adapter most probably or you are using an adapter that isn't rated to operate mi box
