I have a smart 4k tv that i use for everything, but do to it's roku UI, i can't get the IPTV app on it. Don't want to splash the money for a shield, is there any real difference between the 2 products in terms of IPTV usability?

I would go with mi box s, have both fire stick 4k and mi box s since last thanks giving. Unless you have amazon prime, the cluttered UI from amazon is a mess. Last i heard there are no iptv apps on the amazon app store. You will have to side load them. Have not run into any issues, I use the mi box s remote to turn and on/off the TV via hdmi cec.
I did run into issues when i had my apple tv also connected to the same TV. mi box s is our primary driver on the main TV. FS4k is the office, which had the FTV2. Like the new remote with on/off switch. The other issues with fire products is that the do not switch off the TV for hdmi cec even when the go to sleep, they keep sending a blank screen signal to the TV. Preventing the TV to use build in feature to switch of when there is no signal.
edit - I also find the speed of navigation on fire tv products to be much slower than mi box s
How well does Kodi perform on the fire stick ?
Firestick 4K, more powerful and has nearly every feature you could want and they actually work unlike buggy software on the mi boxes. I use tivimate for IPTV on mine and it plays flawlessly.
