I'm looking for a streamer and i don't know what to choose.
I thinking about Mi box s or Xbox one s.
The things i will do on a streamer is:
- Kodi (For live TV)
- Netflix
- Game streaming from Pc (SteamLink)
What do you think i should buy?

If you value streaming over gaming, get the Mi Box
If you value gaming over streaming, get the Xbox.
I have both and both work great for streaming but I only use my Xbox for gaming. My Mi Box is a better streamer though as there are more apps I can use for the content I want. And it's just easier to navigate where as the Xbox is game based so you gotta use the xbox controller or buy a special remote.
They're rather different products. The Xbox one uses 70W when streaming, far more than the mibox which uses about 5W. But the former can play games far beyond a mibox.
For just the things you list, mibox is better suited.

DO NOT use any of the AMLogic Chipset - Android TV devices, like the Mi Boxes for watching interlaced live TV.

IPTV if it is regular progressive encoded video will be fine, just avoid all interlaced video content.
