I have network storage available on my PC with video files and they stutter and freeze every two three seconds when I stream from TV using VLC or ACEstream. But the same files written to USB drive and plugged in the MiBox plays fine. What may be the issue here?
have you tried some other way to stream them? i use plex and, even with 2.4wireless, there isn't any stuttering

Stop using unreliable WiFi for starters. It simply will not have reliable data transfer capabilities, and there are to many Radio Freq sources that can cause interferance, especially 2.4GHz.
Grab a Ugreen USB3 > Gigabit Ethernet adapter hub and also use Kodi Leia - which now has auto Frame Rate Matching on the latest Mi Box Firmware.

Is your PC connected to your router via wire or wireless?
If wireless then 2.4Ghz or 5Ghz?
Is your Mibox S connected to router via USB Ethernet adapter or wireless?
If wireless then 2.4Ghz or 5Ghz?
