4K isn't the thing that matters-- its displaying the HDR.
My Sony X900E does play 4k from netflix, Amazon Prime, and others that stream in 4K. I can't say for certain all Android TVs will do this, but would think they would.
Looks like as long as it supports hdr10 I’m good, which it does.
You also need a Netflix account that will display 4K.
The major manufacturers, Sony, Samsung etc that have android tv built in are good to run 4K in the popular streaming apps but it’s best to research your particular model number for specific info.
If it's a certified 4K Android TV television, that's also certified for Netflix, then yes, it will always show Netflix content in 4K.
