Both Shield TV and Mi Box S support framerate matching so it definitely works in Android TV. If your TV isn't doing it the it's unfortunately a software support issue from the manufacturer.
That's not an issue at all if the OS is built into the TV itself (e.g. Sony, etc.) - the video will be rendered on the screen at the correct fps and you won't get a judder.
Framerate matching is an issue only for boxes connected to the TV via HDMI since HDMI link refresh rate has to be switched.
Have you tried Kodi?
