I am looking for the best solution for streaming movies from my PC to my Android TV. Right now I am thinking of Mi Box / Apple TV / Chromecast.

Casting from Plex is the answer. Do not mirror. Plex has apps for Android TV, Apple TV, and you can cast from your smartphone to a Chromecast. Whether you are in the Google or Apple ecosystem or need additional features of a streaming box over a Chromecast, that's up to you.
Does it have to mirror or is casting ok? Also, PC or Mac?
ANY mirroring is going to be a disappointment.
Best is to stream using a server based software like Videostream, Plex, Jellyfin, that way the quality is not limited by your mirroring performance.
