I've screen-casted my camera app before. It works in a "need this as quickly as possible" situation. There are probably apps in the play store that use casting similarly, and are actually designed for that purpose though.
The combination of IP Webcam and tinyCam Monitor should do what you are asking for.
You can do this over chromecast/appletv if you have one of those devices if you want to directly stream to the TV. Alternatively, some Android TV boxes have a "miracast" option that will let you mirror your phone to the TV so you can view content using the box as a sort of passthrough.
