Google Photo can Chromecast all the media files in the phone if that's what you need, as for app, no idea.

I use the Bubble UPnP app to do this on my Shield and my other Android devices. I also paid the one time license fee of a few $$ to be able to access internal memory and cloud accounts, and to have unlimited file downloads as well. One license covers all of my Android devices. I have been using it for at least 2 years now and have no complaints. It also is handy when I want to transfer small files from one device to another, or switch playback to another device.
