I bought my Mi Box S on sale for $30 and I see them on sale for $40-$50 quite often. It handles 1080p just fine, has wireless AC that works great (in my setup) and I'm sure it could handle an external hard drive as it is running Android TV (Android 8 at the moment).
So far I've been very happy with it and it works great connected to my old 1080p 48" TV. I also have an nVidia Shield and for general video consumption and navigation the Shield is only slightly more responsive.
