Phillips ambilight was a product that did this and hue now have a similar setup. There are also do it yourself options but there are limits to the resolution your TV can be and you have to use an HDMI passthrough so no smart TV apps.
Well you will not achieve a perfect setup, and all the custom available solutions are usually both expensive and limited in features, or require extensive DIY and some other compromises.
Probably one of the best options is getting a Phillips ambilight TV.
That being said, I'm using a HUE Led strip, as well as few bulbs with the official Sync app features.
I think the LED strips work best (just glue one on the back of your PC monitor and/or TV).
Alas, it doesn't work with everything (e.g., Netflix, although I didn't try yet casting from PC to TV which might work).
The advantage of the above setup is that you dont need specific additional hardware for synching, instead you use the regular HUE strips and/or bulbs to achieve a similar result.. with few caveats.
