I think it had something to do with the trade agreement and Huawei with China. Basically Google cannot work with a Chinese based company. So you'll need a us version or flash the firmware.

You can download few stuff them ithink i did it amazon tablet i got playstore and youtube just do some researches i think you need 2 or 3 files apk never done it for android tv but i believe i might work as the old android boxes back in the day used to do them 😀
