you should probably completely wipe and reset your tv
Go to Settings > Apps > (you might need to check "show system apps") > YouTube > Clear data
Check ALL you other apps that deal with streaming video. Sounds like a decoder problem (almost OS level) NOT youtube specific
Is your tv up to date?
It works OK on my Shield.
Can be a hardware issue. Probably the decoding chip is broken or some support electronics.

Youtube app suddenly stopped playing videos and this screen would show!! It's been more than a week but jt won't play anything other than livestreams
I tried uninstalling / updating the app. Restating my tv but nothing worked
