Anyone having this issue? I can ask Google "turn off living room tv" and it turns right off. But if I ask google home "turn on living room tv" or if I ask google home "stream nest driveway on living room tv" or I use my phone to manually cast something to the Google TV it will not turn on the TV, I have to use the remote to turn on the TV first.
All of this does work on our Chromecast Ultra when plugged into the same HDMI port on the tv. Any ideas?

Weird, I'm not having this issue at all with mine. I tested all those options and my TV and Chromecast turned on every time. Wish I could say more to help out.
It could be him cec issue with tv. Mine is working fine. Including tv power and volume
Are you using power adapter or TV usb port?
It actually depends on the TV as well. Not all TV HDMI CECs are created equally, so not all features will always work. What TV do you have?
If it's a Samsung TV, you can only turn it on with Google Assistant if it is on wifi. If you are connected via ethernet, it won't work. There is an article about this on the Samsung Australia page.
I think this is because it's basically a Android TV box with built-in Chromecast. So like any other such device when it's in sleep mode it can't do those things. I'm assuming... Even your chromecast ultra can't do this if used without power brick.
On the tv turn off any power saving settings and turn on any quick/fast start settings
