If it's a Vizio TV, you need to go to the Input settings and enable Full UHD Color for the HDMI inputs you are using in order to support 4K60. They only support 4K30 if it's not turned on.
On my cheapo Sharp TV, I tried all three HDMI ports for the new Google TV puck, because I initially only saw it using 1080p. Turns out, when I do a fresh start of the TV, the Google TV puck runs at 4k60, but when I then switch TV inputs to other devices and come back to the Google TV, it is then stuck at 1080p. Only turning the TV off and back on returns it to 4k60.
Perhaps worth a shot in your case?
I saw a friend's TV have the option to have the ports at 1.4 or 2.0. I would just check your settings for your TV.
I did switch around the inputs. The same input I used for the Shield (at 60hz) gives me 30hz for GoogleTV and TiVo4K stream.
Another input I used for Roku 4K Stick (at 60hz) gives me 30hz again
It's a 2016 LG OLED 4K

I have a 2016 OLED65E6P, but the device connects to a Denon AVR-x4300h, my roku 4k ultra has no issues with 4k 60hz.
Definitely has to do with how google has the fw on that chromecast setup and the inability of the 2016 OLED to do 60hz at 4k w/DolbyVision.
Exactly what year, Brand and model of 4K TV are you connected to ?
It could be the HDMI port on the TV being used for GTV is HDMI 1.4 only. That will be limited to 4K@30Hz.
