For about a year now I've been having persistent resolution issues with Netflix. Often it works fine running 1080p and then I'll start another show and it begins in very low resolution (which is normal) but then never improve. I've let it run for 10-20 minutes at 320p and it simply never even tries to ramp up. If I kill Netflix and clear the app data that will usually resolve the issue until it crops up a few shows later.
Originally I was having this issue on a Shield but just recently had it happen on my brand new CCGTV.
Here's some things I've tried:
- wired
- wireless
- completely new router
- disconnecting every other device from my network
- factory reset of shield
- google DNS
No matter what variable I've eliminated the problem always comes back, which makes me think it's ISP issues, but that doesn't explain why it resolves with the app data clear. I've also talked to ISP and Netflix support and they both (obviously) claim everything looks fine.
I have no issues with any other streaming apps (youtube, prime, etc).
Is the Netflix app just junk? Should I just resign myself to clearing the app data every time I want to watch anything?

You ever consider your ISP is shaping traffic and thus messing with Netflix? You can test this theory by visiting Fast.com. Netflix created this speedtest to determine if your ISP is blocking or shaping traffic to its CDNs.
