TCL strikes again huh!
Thoroughly check your tv settings. Personally, it looks like either developer options thing OR you could also check accessibility settings.
Try uninstalling Netflix updates.
If all fails, then factory reset using the firmware file (USB boot) since i read in another comment that factory reset in settings is not working for you.
Current activity from Developer Option..turn it off
You've got some developer option on, not sure which exactly that is though
