Can this be done? Seems they will never get this going on the Android TV boxes, so was considering grabbing one for this purpose. Or should I just grab one of the old Chromecasts before they are gone.

For music they did add it for a bit then took it away, for the audio from video it has never happened and probably never will.
Yes chromecast with google tv can be added to a group and it works. In Australia my Android 9 boxes can't though which is one reason I'm considering more Google tv (shh don't tell Google as that is probably why they are not rolling it out to 3rd party boxes).
I have a Home Hub Max next to my bed and a OG Google Home as a Group and tried to set it up so all audio comes threw and couldn't.... only if I asked google to play music would it use both for sound... so frustrating. even tried added both as bluetooth speakers to make it easier and still
