I don't know which device it is you're talking about but I'm pretty sure that on a Sony Bravia, region is selected/set at initial setup time which likely affects how Android TV applies DST when a system time update occurs. Region can also be set in Settings -> Date and Time -> Time -> Time Zone.
Try looking for a region option. A couple of other things worth taking a look at (if available on your device) are location and use broadcast time/use network time in settings.
Lucky you, at least your minutes are right. I have Phillips Android TV and it doesn't even have the minutes right. Often it says Martian time--no, seriously! It'll say 24:33 or somesuch. It's gone as high at 26:00.
Are you in an area that does not observe Daylight Saving Time and have that option turned on?
