Google is pretty sneaky, they can tell these things by your account. You'd probably need to connect to a VPN first and then create a new Google account based in one of the countries it's supported in to get it working
you need to create your google account, connected to US based vpn, then check if the region is correct

It won't work on mobile its for android TV
If the programming on Google Tv is not licensed to be shown in your country then you should not try to get it
Are you talking of the Google TV app on mobile or the Chromecast with Google TV?
