I found this on a news tech website. They were pointing to an XDA forum but I think it's a good starting point for your investigation

Links were removed from the post and I don't know why 🤷♂️, but it is just the start point and that answers your question that it is possible to have android tv on a PC.
Do you want to have the Android TV interface or just to run Android Apps?
