Don't know about other Android TV devices, but at least on my Chromecast with Google TV, there is no VPN menu, even if you use activity launchers. It just doesn't exist in the software.
The good news is that third-party VPN apps do work, so if your provider has its own app you can use that(my PIA VPN app works for example), or if your provider supports the OpenVPN standard you can connect using the OpenVPN app.
Unfortunately, there are no PPTP client apps as far as I can tell. Only option there is to tunnel at the router level.
