Mine is a bit later than yours, it's a 2016 model running Android 8.something, but that's the way it works on mine.
If the TV is on or in Stand-by, the DVR event will record.
You have to have a hard drive plugged in to a specific USB port and have it adopted as internal storage for it to be used for the DVR. It'll prompt you do do that when you first plug it in.
