That is called an "ad".
Just today, I got some updates available for Android TV Home (to 3.0.10-352627830-f) and Android Core Services (to 3.0.4-351835047-f) when looking into Google Play Store > Manage Apps and Games. It also wants to update the Chromecast built-in system app (to 1.52.246969) as well.
I have updated the system apps but I don't see any change or notification yet. I guess it is a server-side change that is region-dependent. From some r/AndroidTV comments below, if you change to any of the regions mentioned in the related news articles via VPN, it will change to the new UI.

I got the same as you, not a good UI at all. Maybe a reset will help, but it's a pain of course.
I got the 1st picture last night, there was a notification to turn over to the new UI
I’m also in Aus n two day ago the tv without notification updated to the second pic the new UI is horrendous. Some out there please throw us a fix!!!
No Sony Bravia TV's have the new ui?? I think it's because we have a timer button in the top righthand corner next to settings?
Mine used to look like the 2nd picture, but last night it had a notification with a button to “Learn More” about a new interface. I went through that and it changed to the 1st picture design (without me going through google play to update anything but maybe it updated in the background). But I’m in the US so like others are saying, maybe it’s region dependent and server side so you just don’t have it yet

First picture is the Google TV layout and that's specific for the Chromecast with Google TV. That wouldn't be with another Android TV device.
I just got the update too (looked like 2nd picture) looks fucking horrible 🤮 I just uninstalled the updates for Android home TV in the apps and turned off auto updates in play store, not going to put up with that shit (I'm in Aus too with mi box)
I think you're mistaking the two. What you're seeing in the second picture is Android TV Home 2.3 with 'Staff Picks' (but I call them ads) at the top, released in mid-2020. The first one is the redesigned home screen at version 3.0 (still flavored with ads), released this month.
So I'm assuming you received Home 3.0 but you still have 2.3, and that is because of Google's server-side updates (which don't make sense to me).
