The main reason?
Software development costs money, it's not just that developers are lazy, it's something about money!.
When a new Android OS version is released, it's not that they install it in the device and that's it, they need to compile it and fix all the bugs that appear during that process and it's not always easy to fix, it takes time... and MONEY!!!.
I also believe they don't seem to release the latest version but previous ones because it may costs less money.
What do you expect from new version? You watch videos from it, and it works. No need for new version just for the sake of having a bigger number....
It's a big problem with Android as a whole. I hoped that GSIs would make this better, where it'd make Android more like Windows where OEMs provide custom apps and drivers on top of the core OS, alas here we are. Even on Google's own CCwGTV offering, Android TV 11 isn't here yet (though the platform as a whole is still very good). I hope that Project Treble goes beyond its current state and pushes GSIs further with it.
