It's better to sign in your YouTube Premium account into your Android TV to make it working.
I believe it's the expected behavior because it's a different account and it has priority the one on the phone since that's what controls the casting session.
Currently, when casting a YouTube video from a phone to the Android TV's "Chromecast built-in", it opens now the YouTube app instead of the previous interface and Google seems to be testing the same behavior with the regular chromcast, take a look at this article:

If you want, you can report this at the YouTube Feedback website, Google may consider this as a bug or not.
I believe it's the expected behavior. When you cast the Android tv is using the account from the device that casts. It's emulating a Chromecast, and the Chromecast itself has no account.
