Apps availability depends on:
- An agreement between the developer and Google where the app they made is only available for one device (or a few ones) for a certain period of time or permanently.
- Some developers don't make the app available for all devices for reasons different than an agreement.
- Some apps are only available for certain regions for a certain period of time or permanently.
- Some developers forget to make an app available for all devices, I knew of an app I wanted to use on a device I had and I had to talk with the developer to make it available.
Apple TV's case is the first one.
