Android auto-manages that now, so there's no need to install anything like that unless you're running a very old version of Android.
you are out of luck, no app on a non-rooted device can do that.
I saw a couple of apps in the Android TV Play Store, just use the "memory" keyword in the search field and see what you get.
So far I use "Background Apps and Process List" app
Android operates better when memory is being maximized. It will automatically free up memory for new apps. Don't do this.
