Is it possible to control the volume and power on a Yamaha rx-V1800 receiver from a Sony KD65A8H tv remote that runs Android 9 tv? The receiver doesn’t have hdmi arc BUT I previously had a chromecast google tv dongle and it could control it?!!

ARC has nothing to do with it. You need to enable HDMI-CEC on your TV. I think Sony rebrands it as Bravia Sync or some nonsense like that.
