Something has changed and I can no longer force stop and clear data to pick up a different country store with a VPN. Anyone find a work around ? It doesn't look like I can add another account to sign in either just the one I added at set up.

Try this Change VPN location then clear data on Android tv core and Android tv home, as well as play store , or play store services .
As far as i know, Google Play doesn't resolve your location by IP, at least no as a preferred method of doing so. It seems to use the country of your payment method first.
