no, AndroidTV or Google TV run all Android TV app, but not Android Apps.
In my country (Netherlands), a few apps doesn't work on Android/Google TV 10 (they crash on startup), NPO (start/plus) is one of them. It's not only the new Google TV stick, the new Nokia Streaming Box 8000 has the same issue, so it is v10 related it seems. I suppose this will be fixed when more and more devices get on v10. No problem with the app with Android TV 8.1/9.
