It's probably possible to sideload Google Voice.
If you sideload a messaging app on their tv. Probably won't be easy to navigate with a TV remote though. There are some decent keyboard/touchpad combos for TVs. Logitech makes some.
Might not work but just a suggestion that you can try ,I used to have WhatsApp on my kids tablets and used a different device to receive the code to fully install it and worked fine back then so not sure about it now and there are other few messaging apps that use Internet that you can try and sideload yourself then use a screen rotation app to have them in landscape , il save this post if I come across something il post back
