I have that Chinese android tv that slow and annoying and want to get something better.
I heard that Chromecast doesn't play videos from external hard drive without many extra wires and other things (USB spliter with power adapter)
All I want is a thing to use with Kodi and Hard Drive and my country dosn't have many good options besides Chromecast and other Bootlegs boxes

For the CCwGTV you'll need a USB-C hub that can also do USB-PD (Power Delivery).
Yes I use it alot for international channels & ppv but works alot better if you have a usb hub c with ethernet connection or it we'll buffer & also depends on your Internet connection so if you get Chromecast get usb hub c with ethernet
CCwGTV isn't the best choice for this. You've just mentioned the first reason why - you need extra hardware to connect it. The second reason - it's kernel doesn't natively support NTFS, exFAT, or any other relatively modern file system, so Kodi won't be able to directly see your external drive. You can still play a movie from an external drive by using something like MiXplorer to browse the druve and launch the movie, but if that would be my primary use, i'd look for alternatives.
