Almost certainly hardware, though I'm not aware of any public sources on it.
But ultimately they would be FEL if they could be. The likelihood is that the secure components of the video path do not have enough bandwidth to support a FEL signal. Certainly, adding anything in software would require a significant amount of hardware grunt or a very advanced microcode update. And the former definitely isn't in the price range of these processors, while the latter is not something I would like to push out to a live device.
