Haystack TV app is utilising maximum Android TV features, It has Live channel support, able to stream videos on Android Home screen content suggestion strip and PiP support is there but within their app not outside the app ( not on Android Home or on other apps).
You can sideload YouTube mobile app which does play in PiP mode in Android TV.
Picture in Picture is available on Android TV since version 7, however, the app where you want to try this out must has support as well, therefore, all you have to do is to press the "home" key on the remote control while the video is playing, if it has support, you'll get to the Android TV home screen while the video is placed at the bottom right, otherwise playback will stop.
There is a location on settings where you can see what apps actually support it but I don't remember where it is...
EDIT: I found the option, go to apps -> special app access -> picture-in-picture, you'll see there the apps with current Picture in Picture support with a toggle to turn them on/off.
