Google released that animation in the ADT-3 developer device and in their Android 11 developer preview over a year ago. I believe any STB or TV running certified official AndroidTV 10 can use that animation if they wanted too.

Our TV had a cool startup screen like this but different it updated from Android 8 to 9 and IT GOT THE SAME STARTUP SCREEN AS THE LG OPTIMUS S the old one was way better
