I have reset the app, cleared data, restarted tv, etc. nothing works. I can't uninstall it as it was bundled with the TV.

I saw this happen on my MiBox S when I tried to watch Samsung Unpacked few days ago.

It's an issue with VP9 live streams, there's nothing you can do to fix it, my suggestion is to report the issue at the YouTube Feedback website.

I would suggest getting a better box,  like the Nvidia Shield.  Or for something cheaper try the Mecool box.  Or just get a fire stick,  which doesn't have problems like that.
