Mine did at first, and opening it did nothing, it didn't work.
But last week, my Google TV app updated and the remote is in there now, and it works.
Seems the notification drawer addition was just a premature rollout before the feature was ready.
it finds my onn 4k box but doesn't see my official chromecast w gtv.

For the Google TV app , the remote will appear in both in the app & in the notification drawer/quick settings tile.
For the Google Play Movies & TV app , the remote will appear only in quick settings tile.
I was fed up with this problem. so I uninstalled the update of Android TV remote service on Android TV and installed 4.7 Version of Android TV remote service . and now previous Android TV remote app on android phone is working...
