If your movie is 1920x800, that's 1080p at a ultra-wide cinema aspect ratio, your 1920x1080 TV will inevitably make black bars because of that. The movie is made like that, so the only two ways to fill your TV is to either zoom in and crop the video, losing chunks of the picture, or to stretch the video, and distort the picture severely.
If you still want to do this despite the drawbacks, VLC, Kodi, and MX Player can all do this.
Search "aspect ratio".
If your tv has a 1920x1080 resolution (or any other with a 16:9 aspect ratio), you will always have black bars, removing them would mean zooming the image and actually cutting out some of the left and right part of it, which is not ideal since you won't be able to see part of the movie. But if you really want to do this look for a zoom option in whatever player app you are using.
